ABOUT BILL
Working for over forty years in both public and non-public schools as a Teacher, Counselor, Activities Director, Department Chair, Vice Principal and Principal gives me a unique prespective with a variety of tools to meet the individual needs and solve the individual problems found in different schools, both in high performing and high needs schools. In recognition for his accomplishments, Bill was named the State Principal of the Year by California GEAR UP and also chosen as the Administrator of the Year by his peers in EGUSD.
A varied career leads to having a big bag of skills -
Bill began his career in 1972 teaching Science in the San Francisco Unified School District. After two years he became a Counselor Activities Specialist and then an Area Leader in the ESAA (Emergency School Aid Act - and integration program). While in this program he led school communities made up of parents, students, and staff at ten schools through a strategic planning protocol setting goals and designing school specific programs.
He then taught Chemistry and was the Activities Director at Riordan High School, a Catholic boys' high school in San Francisco. He came to Elk Grove Unified School District in the fall of 1985 after working in San Francisco for thirteen years.
In Elk Grove, Bill served as the Science Department Chair and the Facilitator for the School Improvment Program until becoming the Vice Principal in the Fall of 2000. During his time at Kerr, Bill led a group of sixty people made up of parents, students, and staff in a collaborative process that developed a five year strategic plan using a concensus model. He also was the primary writer of a successful California Distinguished School application.
After serving as a Vice Principal at Kerr for a year and a half, Bill served in the same position at Harriet Eddy Middle School until June, 2004.
Bill was named Principal of Samuel Jackman Middle School in July of 2004. Samuel Jackman is situated in South Sacramento in the poorest zip code in the county with the highest crime rate and had the lowest test scores of the middle schools in the district. In the six years that Bill spent at Jackman the school showed an increase in its API of 80 points and saw its suspension rate decrease significantly. Bill brought a data driven continuous improvement process called the Cycle of Inquiry to the academic departments and fostered true collaboration amongst the teachers.
In 2010 Bill was asked to take the helm of Harriet Eddy Middle School. The staff had been decimated by transfers and the community had lost its confidence in the school. Bill went about the task of bringing everyone to the table and leading a group of parents, students, and staff through a strategic planning process developing a five year plan. The interesting thing about this specific process was that parents and students from the feeder elementary schools were intimately involved and worked with parents, students, and staff from Eddy.
Combined with the implementation of the Cycle of Inquiry these changes resulted in a 31 point API gain in three years and a 50% increase in enrollment.
